| Increase in Merchandise Processing Fee | ||||||

On October 21, 2011, the President signed legislation covering several important trade matters, including a provision for an increase in the Merchandise Processing Fee (MPF) that U.S. Customs & Border Protection (CBP) assesses on entries into the USA. The MPF increase is applicable to any entry with a duty computation date of October 1, 2011 and after. The MPF rate has been increased from 0.21% to 0.3464% for the period of October 1, 2011 to June 30, 2021. The $485 maximum and $25 minimum MPF assessment for formal entries remains unchanged. CBP had not yet been applying the new rate to entries pending an update to their system to allow them to accept the new rate. However, CBP has now issued a message advising that their system will be updated and ready to accept the new rate on November 5, 2011. For any entries with a duty computation date of October 1, 2011 and after which did not have the new MPF rate applied at time of entry summary filing, CBP will issue service bills for the difference (if over $20) to collect the difference between the old and new rate. Importers will need to diligently watch for the receipt of such bills from CBP and make the necessary remittance. Any past due unpaid service bills may result in the importer being placed on sanction, which will cause issues/delays in their importations. | ||||||
